September 28, 2026 [Storage Terminals Magazine]- Wolf Midstream has reached a final investment decision to proceed with a further expansion of its proprietary NGL North System in Alberta, representing an incremental investment of approximately $500 million, with support from shareholder Canada Pension Plan Investment Board (CPP Investments).
The expansion, known as Phase Three, follows the successful rollout of Wolf’s NGL North Phase Two expansion, announced in July 2024. It is expected to increase the production of natural gas liquids (NGL) for domestic and international markets.
NGL North is an integrated system that recovers, separates and transports NGLs, including ethane, propane, butane and condensate, from natural gas produced in Alberta.
Phase Three will add approximately 0.6 billion cubic feet per day (Bcf/d) of natural gas processing capacity to the NGL North System. The expansion will also include a natural gas-fired cogeneration facility, additional de-ethanisation capacity and an expanded unit-train rail terminal at Wolf Feedstock Separation (WFS).
The vast majority of the anticipated NGL production from Phase Three has been contracted under long-term, fixed-fee commercial arrangements with investment-grade counterparties.
Bob Lock, president and chief executive officer of Wolf, said the expansion would continue the company’s phased development of its NGL infrastructure.
“Phase Three continues the disciplined expansion of our growing NGL system, moving the platform towards its ultimate design capacity of approximately 3 Bcf/d and 170,000 bpd of NGL production,” said Lock. “This continued progress demonstrates the strength of our integrated commercial model, the proven execution capability of our team and the continued confidence of our customers and shareholder.”
Bill Rogers, managing director and head of sustainable energies at CPP Investments, said Wolf had developed into an integrated energy infrastructure business in Alberta since the pension fund’s initial investment more than a decade ago.
“This expansion is another meaningful step in that evolution, positioning Wolf to support growing customer demand and continued critical infrastructure development in the province,” Rogers said. “We continue to support Wolf’s growth and its ability to create long-term value for the CPP Fund.”
With all required permits and approvals secured, construction and development work on the core components of Phase Three is already under way.
Wolf Recovery Facilities
As part of the expansion, Wolf is adding a third NGL recovery train at each of its two northern Alberta recovery facilities: Wolf Recovery Facility 1 (WRF 1), near Mariana Lake, and Wolf Recovery Facility 2 (WRF 2), north-west of Fort McMurray.
At WRF 2, where construction is currently under way, the additional train will increase total processing capacity to more than 1.1 Bcf/d. The facility, including the Phase Three expansion, is expected to enter service in early 2027.
At WRF 1, the additional train will increase total processing capacity to approximately 1 Bcf/d. The WRF 1 expansion is expected to enter service in mid-2028.
Once both expansions are complete, WRF 1 and WRF 2 will have combined processing capacity of more than 2.1 Bcf/d. All recovered NGLs will be transported by pipeline to WFS, where they will be separated into high-purity, specification products.
Wolf Feedstock Separation
Wolf Feedstock Separation, located in Sturgeon County, Alberta, is also being expanded. The project includes the addition of a third de-ethaniser tower, increasing total NGL production capacity to approximately 110,000 barrels per day (bpd), including more than 80,000 bpd of ethane. The expansion is expected to enter service in early 2027.
Wolf is also adding a 37-megawatt natural gas-fired cogeneration facility at WFS to generate heat and power for the site. The facility is expected to enter service in 2028.
In addition, the company is expanding the unit-train rail facility at WFS. The project will bring initial rail-loading capacity to approximately 60,000 bpd, accommodating both Wolf and third-party volumes. The expanded unit-train facility is expected to enter service later this year.
